Annual Budget & Audits
The Johnson City Development Authority (JCDA) is recognized by the Internal Revenue Service as a quasi-governmental agency, established through a Tennessee Private Act in 1985. ​JCDA follows a fiscal year that runs from July 1 to June 30. Our Finance Committee and our JCDA Board review and approve monthly financial statements.

In addition, we engage independent auditors to create our annual reports on internal control over financial reporting and compliance, based on audits of our financial statements conducted in line with government auditing standards. Additionally, they report on compliance for each major program and on internal control over compliance as required by the Uniform Guidance and the Consolidated Audit Guide for audits of HUD programs.
